Hague's Law is enforced by 900 policeman, some of whom are shown above at roll call. Jersey City has one of the largest and most expensive forces, per capita, in the nation. When an indignant outsider once asked Hague by what authority he had issued one of his high-handed orders, the Boss snarled: By the authority at the end of a nightstick!"
